It didn't. The winter Olympics happens every 4 years and the summer Olympics happens every 4 years. They alternate every 2 years so it seems that it happens more often when it is actually the same.

Actually, they used to be the same year, but different locations.... In 2002. the winter games changed, and they were played again in 2004. The summer games continued 4 yrs later.
