Foreign permanent residents of the U.S. received the first cards which were green in 1946.

Immigration documentation was implemented under the Alien Registration Act of 1940. The Act sought to register all foreigners by having them complete application forms largely through the U.S. post offices and then the immigration agency would issue documentation, a "green card" essentially, but it was not green. Eventually, a distinction was made between temporary residents such as students and workers, and permanent residents. Permanent residents received Green Cards while temporary residents received other types of documentation.

The INS Form I-151 formerly Alien Registration Card or Alien Registration Receipt Card, now referred to as United States Permanent Resident Card (USCIS Form I-551) is called green card. The card has been green in color from 1946 till 1964 and hence called a green card and it has reverted to that color since May 2010.Immigration process of becoming a permanent resident is also referred as green card.
