Well, I'm not a professional, but my family does it (and has done it for the past many years) every spring and winter. Or when we feel like it needs it. Although if you want to know about a particular plant, on site, look at the tag, ask the specialist who made the tag, or ask any person standing near the plant that looks like they might/should know. And don't' be surprised if someone heeds this advice and starts asking questions, because that will make you look dumb and you don't want that.
