Your timing belt should be changed whenever you see it is cracked or worn. Check your belt frequently for cracks and premature wear. If you see wear and tear, replace it immediately! To extend the life of a newer belt, use some STP belt dressing. It stops your belts from squealing, gives the belt better grip, and prevents cracking and other things as well. Think of it as wax for your car's paint. It keeps it looking new and protects the paint itself!
I believe the question is about the timing belt, not the serpentine belt!!!! If you are having problem starting your car chances are you are having problems with your timing belt, however, I will tell you I have a Jeep liberty with over 175,000 miles and I have not had a problem with the timing belt yet.
