I just tried to replace my high pressure switch and I overtightened the new one... what a pain... so the whole A/C blew. Nevertheless, I think I understand your question. When you're loosening the switch you will notice a little leak through about two to three turns of the wrench. This is normal. Then remove the switch, replace the o ring, and put the switch back on. You may want to check your manual for specs on how tight to tighten the switch. Like I said, I overtightened mine and the threads separated from the switch and I leaked my whole A/C system dry.

make sure you put the switch in right side up and made sure you are pushing in the release button on the steering coloum -left side and make sure there is no pressure on the steering wheel from the steering box, hope this helps
if the well pressure switch goes with the tank then the second floor pressure would more closely match the well pressure setpoints and the ground floor would have slightly higher pressure. with the tank and pressure switch on the lower floor the lower floor would more closely see the well pressure setpoints and the second floor would get slightly lower pressure.
Yes if the filter your using has the quick disconnect like the OEM one has! If you are not able to find a generic one with the quick disconnect then it will entail installing your own connectors and cutting off the existing connectors on the OEM fuel lines. Be careful these lines are high pressure, you will need a fuel pressure regulator with release hose and pressure release button to release fuel pressure before attempting the switch. See the warnings and use a shop manual to follow all the safety precautions to attempt this modification.
