Yellowstone is a all year park however a number of roads are closed in winter. The very best time to visit is at the end of the summer when most families return home for the start of school. Depends on what you mean by "best."

August is when the weather and the trails are at their best, but it is also (no surprise) the time when the park is most crowded. Weather in winter can be brutal, but is also the best time to see wolves, and is (again, no surprise) the time when the park is the least crowded.

*MY* choice would be June IF the weather is nice, because crowds are smaller, waterfalls are at their height, and wildlife is arising from winter. Others may prefer warmer weather, drier trails, fewer mosquitoes, and more facilities open.

The very best time is when the falls are running strong but when you can also go across the park on Tioga Pass Rd. Tioga Pass is closed during the winter because of snow. It opens normally around July 1. However this is dependent upon how much snow there is that year. Also if you are even a modest hiker, there are amazing hikes to take when the snow clears. You need to make reservations early for whatever time you want to go.
