If you are tracking your cycle carefully, and can tell clearly when you ovulate, the least fertile period is from two days after you ovulate through the first few days of your period. But you have to be very careful about knowing for sure you have ovulated.
The most fertile time is the day or two before ovulation, but any time you have eggwhite, stretchy clear mucus, you're likely fertile. Conception usually occurs within about 12 hours of ovulation, once you've passed ovulation, the cervical mucus changes, and there just isn't time for the sperm to do what they need to do. But the day before ovulation and the day of may be quite fertile for many women.
Ovulation occurs anywhere from 7-16 days prior to your period... but this is not necessarily useful information. Women who have a 7 day luteal phase can rarely sustain a pregnancy, but that's not an always.
Personally I have ovulated as early as day 10 of my cycle, but it usually comes between day 11 and day 16. This varies from month to month, so I never use dates to determine fertility, only body symptoms. Temperature, cervical mucus, and mittelschmertz (ovary pain) are all clear signs for me, but it varies from woman to woman.
It is true that girls who are not sexually active are not likely to get pregnant at all, and personally I do believe that if you are not willing to accept the potential consquences of sex, you probably shouldn't be doing it. However, it is possible to avoid pregnancy if you are willing to abstain from sex during fertile times.
