I found this after hours of searching. I'm not 100 percent sure it's the real answer, but it seems logical and is the best thing I've found thus far. The poster claimed it came from the Dean Koontz website, though I was unable to find it there. Here is the question the person asked and Dean's response:
This has to be the question you get most often. Two words: Frankenstein Three. Oh, one other word: When?-Chao, Delaware
Writing the first two books, I discovered yet another character flaw in myself: I can't collaborate. None of the fault lies in those writers who tried to collaborate with me; they were great. But at the keyboard, I'm a fussy, stubborn, obsessive, impossible, single-minded, annoying nutcase who can become homicidal over a disagreement about commas. When not at the keyboard, of course, I'm an absolute sweetie, with a temperament somewhere between that of SpongeBob SquarePants and Barney the Dinosaur, and everywhere I go, admiring angels sing a processional before me. After finishing the first two books, I decided not to try again with a collaborator but to plunge into the third novel myself. Hurricane Katrina presented an unprecedented narrative problem. After the tragedy and suffering endured by the citizens of New Orleans, I could not bring myself to set loose Victor and his creations to wreak more havoc on the city, so I had to figure how to include the hurricane and work around it in a graceful way. This slowed things down. But I expect to finish Book Three soon, for publication in winter 2007. This book will be released in 2009. Koontz chose to delay the release as after hurricane Katrina he did not wish to release any further monsters or destruction on New Orleans. While this has been seen as a measure of respect, it has left his fans eagerly awaiting the final part of the trilogy for far longer than expected. The title of the new book is, Dead and Alive.

Moonlight Bay Trilogy is by Dean Koontz. 1. Fear Knothing. 2. Seize the Night. The third book has not yet been written but it will be called Ride the Storm.
While I can't tell you what his lasting contribution to literature will be, I can tell you that... Dean Koontz has published dozens of books which have been printed in 38 languages, and sold over 325,000,000 copies. Ten of his books have risen to the #1 slot on the New York Times best seller list for hardcover, and fourteen for paperback. Unlike most writers who stick to a particular genre (and by doing so develop a strong fan base), Koontz writes in a syle which touches upon several genres, and that fact has annoyed more than one of his agents. In spite of his lack of commitment to a particular genre, Koontz could be accurately described as a noteable science fiction and horror novelist with a romantic side and an affinity for golden retrievers. His literary works are somewhat similar to the likes of Stephen King.
He has no plans to return at the moment as far as I know.
Nope. Maybe in another four years...
