If you have an aquarium with a heater, turn the heater down to colder temperatures (remember goldfish can live in freezing temperatures, surviving fierce winters in outdoor ponds, although I wouldn't recommend putting your goldfish through that if it's avoidable.) and after your aquarium water is cold for roughly a month begin to heat the water back up (do this gradually over 2 weeks or so as to not cause shock to them) and then when the water is hot they'll believe it's summer and it'll be egg-makin' time! Do some research on what kind of conditions a fry(baby goldfish) needs to survive. but that's the basics of it. Time of year is a factor!
