This is for the health of the dog, the animal population, and the price of the pups to be sold. A high quality dog naturally goes for much more than an average quality dog. An average quality dog is not really inferior to a high quality dog, but should not be used for breeding. Female dogs may not be able to safely have pups if they are too young and their hips are not fully developed and may be required to have an emergency c-section, which can cost thousands of dollars. It is best to wait until the dog is at least two or more years old. Don't rush it. The breeding life of a well cared for dog is fairly long. Breed a female once a year maximum or she could suffer from being over bred. Good luck with you dogs, and, please, be responsible for every dog you bring into the world.
We personally always wait until our females are 2 years of age or older. Quite honestly they are still very much like pups for the first year and half. I'm a firm believer in letting them be pups as long as they wish. This not only allows them to emotionally mature, but to physically mature as well.

You should NOT breed from your Australian Shepherd until it has had at least three seasons/heat cycles. Many breeders agree that the absolute best age to breed from a female is three years old, however, this is not necessary. You can breed responsibly from a Dog once it has had three seasons.
