Shabbat (Hebrew: שַׁבָּת, shabbāt; Yiddish שבת, shabbos; "rest" or "cessation") is the seventh day of the Jewish week and a day of rest in Judaism. Shabbat is observed from sundown Friday until the appearance of three stars in the sky Saturday night. The exact time, therefore, differs from week to week and from place to place, depending on the time of sunset at each location. Shabbatrecalls the Biblical Creation account in Genesis, describing God creating the heavens and the earth in six days, and resting on and sanctifying the seventh (Genesis 1:1-2:3).

I can't find that exact phrase but here are a few verses mentioning the sabbath...

Ex 16:26 Six days ye shall gather it; but on the seventh day, which is the sabbath, in it there shall be none.
Ex 16:29 See, for that the LORD hath given you the sabbath, therefore he giveth you on the sixth day the bread of two days; abide ye every man in his place, let no man go out of his place on the seventh day.

The 4th of the 10 commandments states:

The first time the sabbath is specifically mentionedin The Bible is in Exodus 16 verse 23:-

(Exod 16) v.22 And it came to pass, that on the sixth day they gathered twice as much bread, two omers for one man: and all the rulers of the congregation came and told Moses. (Exod 16) v.23 And he said unto them, This is that which the LORD hath said, To morrow is the rest of the holy sabbath unto the LORD: bake that which ye will bake to day, and seethe that ye will seethe; and that which remaineth over lay up for you to be kept until the morning.

However, Israel was told to remember the Sabbath, implying it was given earlier but had not been kept:-

(Exod 20) v.8 Remember the sabbath day, to keep it holy. (Exod 20) v.9 Six days shalt thou labour, and do all thy work: (Exod 20) v.10 But the seventh day is the sabbath of the LORD thy God: in it thou shalt not do any work, ......(Exod 20) v.11 For in six days the LORD made heaven and earth, the sea, and all that in them is, and rested the seventh day: wherefore the LORD blessed the sabbath day, and hallowed it.

(Deut 5) v.15 And remember ......to keep the sabbath day.

The first Sabbath day was in Creation week: the 7th day is blessed is a memorial to the first 6 days of Creation:-

The "NET" Bible Notes show that the phrase translated in English as "rested... 7th day" of Creation was actually the jewish word 'shabbat':-

Note 5 tn The Hebrew term שָׁבַּת (shabbat) can be translated "to rest" ("and he rested") but it basically means "to cease." This is not a rest from exhaustion; it is the cessation of the work of creation

Note 6 tn The verb is usually translated "and sanctified it." The Piel verb קִדֵּשׁ (qiddesh) means "to make something holy; to set something apart; to distinguish it." On the literal level the phrase means essentially that God made this day different. But within the context of the Law, it means that the day belonged to God; it was for rest from ordinary labor, worship, and spiritual service. The day belonged to God.

Thus, the first time the Bible mentions the Sabbath was in Genesis 2:1 on the 7th day of Creation week.
