They usually start to babble first, trying to say something.
Babies usually start around at 10 months of age. When they begin to try walking, their communicating skills sometimes start to disappear because they tend to concentrate only on onething.
Talking starts to appear again around 18 to 24 months. During or after that time they start to learn words very fast and my child care teacher told me they learn about 15 to 20 words a day.
At first, of course, they will have grammar problems but eventually as they imitate and listen to others, they start talking normally.

Babies can make distinguishing noises far earlier than suggested, my own child said "Dadda" at around 6 months.
All babies will develop at different rates, and begin saying words at different ages. The average age of a normally developed baby to begin with one word statements is about 8 months old.

Babies can learn to talk and only say "no" or "yes" or something like that, just one word. However, talking could also mean to be able to speak in complete sentences.
If by talking you mean just saying one or two words maximum, then around 2 years old.
