Ideally, it's best to plant Dogwood start in very late winter, early spring: while the tree is still dormant and before it starts budding out leaves for the year. Really, though, any time of year is OK. Avoid super-hot days for any sort of planting as the heat could cause severe shock when combined with transplanting.

March and mid-June are the best times to fertilize dogwood trees (Cornus spp).

Specifically, dogwood blooms on old wood. The tree flowers before it leafs out. Such a plant needs to be fertilized after the bloom, to stimulate new woody growth. It therefore requires spreading, over the soil surface and within the drip line, fertilizer whose nitrogen/phosphorus/potassium ratios are 12-4-8 or 16-4-8.

In early Spring. The reason a dogwood, Cornus, is such an attractive shrub is that the young growth is so colourful in Winter, so cut everything down to the ground in early Spring and give a good feed.
