The answer to this one is fairly subjective, but if the pet is in obvious chronic pain and can't be helped, you may consider euthanasia as an option. If you do, be sure to choose a compassionate vet (if you don't already have one); the process is very quick and the animal falls into unconsciousness within seconds, so there really is no pain.
The decision to put a pet down is a very difficult and painful decision that i have had to make. It truly is painless, it's just an overdose of an anaesthetic. The pet goes to sleep within a few seconds, and the overdose means that it doesn't wake up.
When the bad days outnumber the good, when the pet is no longer enjoying life, when normal things like eating and walking around are endured rather than enjoyed, it might be time to consider having your pet put down. I would also make this very difficult decision for my friend if they had an incurable chronic illness that was going to cost more than I could afford to treat and would destroy the animal's quality of life if allowed to continue untreated. (This happened to my cat, but the expected chance of success for the several-thousand-dollar treatment was 50/50, to add 6 months life expectancy.)

When your pet is very ill with no response to treatment, and/or in a LOT of pain, one of the first and best choices would be to let them die peacefully, not painfully.
