It is best that the child goes to whom ever wants to take it in to raise it. If there is a dispute about it, custody can be taken to court to decide. It is up to the father to name the guardian--even if he is incarcerated. If the person accepts the job, then that is that. Anyone else who cares for the child can be part of the child's life with the permission of the named guardian, because like all parents, they have the best welfare of the child in mind.
