No, satellite phones do not usually have attached roaming charges. Very few cell phones have roaming charges these days, and so roaming isn't something that needs to be worried about.

Yes, as long as you have a SIM Card to swap in to avoid roaming charges.
You'll get hella roaming charges, and if you're phone is on airplane mode, then no.
When a mobile phone is roaming in another country, you dial its number exactly the same way you do when it is in its home country. The mobile network will automatically find the user, and the roaming user will pay any applicable international roaming charges.
For my understanding this question seems to be about the cell phone usage. I presume the person was interested in knowing whether the same charges are applicable for the cell phone usage if he uses the cell phone in Kodaikanal. The answer is both the chennai and the Kodaikanal are the part of Tamilnadu cirlce. So if one purchased SIM Card in either chennai or in some other district of tamilnadu, he can roam around throughout tamilnadu. The charges are same everywhere. It is just the local circle roaming. So the charges are same as the local call charges. The roaming charges will not apply Thank You! Vasanth
You would need to check with your network provider before you go and ensure you change your phones settings to roaming, keeping in mind roaming charges are very expensive.
