Typically, when you see the message, "Drive contents changed: restarting..." when trying to defrag the C drive, there are other programs running in the background and accessing the hard drive. So the solution would be to close them.
Stop any real-time anti-virus program before defragmenting. Try shutting down everything in your system tray and disable your screensaver. Try emptying all your caches and temp files, as well as close all programs, including background programs.
If you still have problems, you can use Task Manager to shut down extra programs that may be running. Shutting down the wrong processes may kill Windows, so save this as a last resort. What you can terminate depends on the exact Windows version.
Now if the only program left in task manager is Explorer (and the typical Windows processes like csrss.exe, winlogon.exe, rundll32.exe, taskhost.exe), then you probably have some kind of spyware such as a hidden logger. To detect those, you need to run a spyware scanning and removal program. If you don't have a spyware removal program, sometimes you can find evidence of spyware by checking for log files they might create. Use Explorer to look for anomalous log files. Then find the program that created them and delete them all.
