If you mean "...during the early years of the ancient Roman Republic", the answer is that they subjected the other tribes and cities in Italy, but at the same time offered them Roman citizenship.

Should you mean "....in the 19th century AD", Rome did not play any role in the unification of Italy. On the contrary, the man responsible for Italy's unification, Giuseppe Garibaldi, had to fight the Papal forces of the Pope three times in succession in order to make Rome and the Papal States part of a unified Italy.

The Italian Unification movement was a resurgence in the political and social cultures of the country. The country unified itself by going through a series of military events that forced the country to bring itself together.
