I think that goes back to Albert Einstein, though he only theorised about it, but was correct (E = mc2). To make it a practical process, I would nominate Enrico Fermi as the foremost scientist in the field, though also Robert Oppenheimer was principal in developing the A-bomb.

During the WW2 Manhattan Project nuclear reactors were built to produce plutonium. After the war people realised they could be adapted for power production, and also in the US the wish to have nuclear powered submarines was also a driving force.

The first ever nuclear reactor was demonstrated in 1942, but this did not produce any useful output. Power reactors were developed in the mid 1950's
