In 2006 the first series of Torchwood was broadcast on BBC3 and BBC HD. In 2008, the second series was broadcast on BBC2 and BBC HD. In 2009, the third series (Children of Earth) was broadcast on BBC 1. It was also shown on other channels in Australia, America and Canada. In 2011, the fourth series (Miracle Day) was broadcast on BBC1 and BBC HD along with Starz in the USA. The future and possibility of another series is currently unconfirmed.
John Barrowman has said that there might be a torchwood series 4 in the new year (2009) ------ This statement is false. Torchwood season 4 was said to return in January 2010, but I am not sure when it will show on BBC America.
No. BBC Worldwide are trying to develop an American TV version of Torchwood, but as they are not a network they need to sell it to a network before it can be made. A fourth season of Torchwood UK was unofficially greenlit but cancelled due to budget issues. It's unknown whether a fourth season will ever go ahead. There has never been any mention of a Torchwood movie. There have been discussions about making a Torchwood TV series in America however, like the forth series of torchwood, it is debatable whether or not the UK will make the series in the first place. There is a possibility that we have seen the last of torchwood :( There is also a possibility of America releasing their own version of Torchwood (which if aired, John Barrowman has expressed interest in taking part in it). Personally after watching day 4 of children of earth, I don't know whether I would be able to watch torchwood without Ianto Jones.
Torchwood has already been shown on the BBC multiple times. The show actually started out on BBC 3 on the 22nd of October 2006.

As it is a 5 part series shown over one week, the official date hasn't been confirmed yet. ---- BBC America just aired the supposed 3rd season of Torchwood last week. It is called Torchwood: Children of Earth. But this is a 5 part mini-series special event.

Russell T Davies, producer of Torchwood, said in a November 2010 interview he'd love to see it happen, but it's up to Steven Moffat, the current producer of Doctor Who, to make that decision. The odds are slim given that Torchwood is currently co-owned by the BBC and the American network Starz, and Starz is a competitor to BBC America, which currently airs Doctor Who in the US (BBC America is considered a separate company to the main BBC in the UK). Starz may not allow one of its characters to crossover.
