It could be at any time in mid-late 2009, due to it being hard to find a week when BBC One isn't airing anything all week.
As it is a 5 part series shown over one week, the official date hasn't been confirmed yet.
----
BBC America just aired the supposed 3rd season of Torchwood last week. It is called Torchwood: Children of Earth. But this is a 5 part mini-series special event.
The BBC are in talks with Russell T Davies. In a recent interview with Torchwood Magazine he said that they were having big meetings with the BBC to bring it back in 2011. So it could be in 2011
The next Episode is Part 8 of Miracle day (end of the road), which is to air on the 1st September 2011, 9pm Thursday on BBC1.
July 2011, It will be a set of 10 episodes!
The name ofTorchwood is just the letters of Doctor Who rearranged.

House has already come back onto TV to England and it is about 6 episodes through the new series.

No, he's dead.
in the last episode of torchwood, series 2, toshico and Owen died, so by the last episode of series 4 dr who, they wouldn't be there.
Torchwood children of Earth (CoE) was broadcast over a five day period beginning on the 6th of July 2010 and finishing on the 10th.
He came back in The Sight (the first in the Power of Three series).
Torchwood 4 starts filming in January 2011, so maybe some time in 2011?
No team has ever come back from a 3-0 deficit to win the World Series.
the way i see it is that IT will continue But mabye not with the same cast like it might go to the past torchwood right before they moved to the building that blew up or They could go to the future were jack comes back anytime between 1 and 20 years and the government finds out and they reestablish torchwood Or they keep with the current and jack doesnt come back and if jack does go in the future he might meet gwens son/daughter Oh, apostrophe- no- epiphany, Torchwood got poofed, but what about the morgue? Gray! he'd been frozen, so is he alive, and out?!?!?
The name ofTorchwood is just the letters of Doctor Who rearranged.
No Jack is not in series 5.
No unfortunatley he doesnt :( I think you're talking about the episode where Owen dies in the room while talking to Tosh...? Anyways, he doesnt come back
