A new Prime Minister is selected by the Governor General. This is conventionally the leader of a political party, selected by that party through whatever means it deems appropriate. The choice of which party's leader to choose depends on the partisan composition of the House of Commons and any agreements between those parties. The House of Commons is elected by Canadian voters. So, on paper, the Governor General picks the Prime Minister. In practice, the parties do, based on their respective mandates from the Canadian people.

The Conservatives have managed to avoid major controversy and have come out looking at least like somewhat responsible government. I predict another minority government in 2011, followed by gains into 2014, and then a gradual decline as politics of the incumbent takes hold, and the retirement of the baby-boomers affects politics. A new Prime Minister will be elected in 2020.
