Apple has announced release dates for their next generation iPod Touches in September every year for the past 3 years.
They will more than likely continue this trend, announcing and most likely releasing the 4th generation iPod Touch in September 2010.

∙ 14y agoWe have seen a new iPod Touch generation released every September since the launc of the 1st generation iPod Touch in 2007. I expect we will see an iPod Touch 4th Generation is September of this year.
I must stress, this is only rumor and speculation. No official word from Apple has yet been given with regards to a new generation of iPod Touch.
