A review combines subjective and objective information. A report is objective information only. For instance, when you read a book review, you are reading a mix of the writer's opinion plus facts about the book. In a book report, you stick to the facts (plot summary, characters, main idea). Review writing is like writing what is the strength and weakness of the book or article you are writing. You are like a critic. Report writing is like writing the summary of the book or article. You are more focus on the characters story.
A writer's duties are what the writer's employer (or publisher) requires. The writer's responsibilities should be made clear by the one who has hired him/her. A writer who does not write for another party should set their own goals for their work.
