The term simply distinguishes one from a person studying toward a graduate degree, as in a Masters, M.A. or M.S. or Doctorate, Ph.D., degree.
The timing is insignificant; it is the act of being in school that defines an undergraduate. Technically, you could be an 80-year-old undergraduate.
