The Ten Commandments are first spoken to the people of Israel in Exodus 20:1-18.

After 40 days and nights on the top of Mount Sinai the Ten Commandments are written on two stone tablets as described in Exodus 31:18.

The 10 commandments are found in Exodus chapter 20 and in Deuteronomy chapter 5 -- the two versions differ slightly: Should we keep the Sabbath day or remember it? Since the two books in question are found in the Torah, and the Torah is the first part of the Hebrew Bible, and the Hebrew Bible is the first part of the Christian Bible, it is unnecessary to call it the Torah bible.
