it works on the principle " charge flows in the closed circuit of conductor if a sources between two terminals in the circuits maintain potential differences in the circuits .
In the dash, behind the hazard flasher button, it's a major pain to get at it and replace. You need to remove dash components and/or the radio.
This is because when you introduce a capacitor, the circuit is no longer a DC circuit. If you're using a multimeter see if there is an AC setting to measure the current.

The total resistance in a parallel circuit is the inverse of the sum of the inverses of the resistances. R PARALLEL = 1 / Summation 1toN (1 / R N )
What needs to be complete is the circuit from the battery to the bulb, then the other wire from the bulb to the other side of the battery. If it is from an outlet rather than a battery, the circuit starts and finishes with the live and neutral pins at the outlet.
On a UK car it is behind the driver's side front body panel. I had to partly remove the front bumper and the panel to replace it.
You raise the total resistance by that amount if added in series to a circuit. If you add them in parallel to a circuit then that total resistance will be less than the total of the added circuit.
It should be connected in series with a circuit. Since a circuit breaker acts as an "over current" switch it will be connected just an on/off would so as to "open" the circuit during an over current condition. This will remove power from the circuit.
Most headlight circuit breakers are located in the headlight switches. Headlights are on a circuit breaker automatic reset so headlights don't go out if there is a problem and will blink on and off to get you off the road safely until you can fix the problem.
