There is no state that will allow a 16-year-old to get married without parental consent/court approval/special circumstances. It would probably be rather tough to convince a court to over-ride the authority of a parent (which they don't like to do) because it would be in the best interest of 16-year-old to marry someone who's 11 years older than herself. But then again, I don't know your circumstances. Just keep in mind that it wouldn't be quick and easy.
