Well first craft a pickaxe of any sort, then find some coal. You can find coal on exposed stone at the surface, however to get lots of coal, you must dig underground a bit. If you can't find any at first, go get some logs, then bake them in a furnace. This will produce charcoal, which has the same same texture as coal, and is used the same way.
First, you need 1 iron ore and 2 coal. These can be obtained by mining them or by trading them with other players either manually or through the Grand Exchange. Next, use the coal with a furnace, and there you go! You have made a steel bar.
