If the question refers to RuneScape, cutting maple trees is for members only.
EDIT: That's actually not true due to a pretty oldish/new dungeoneering update by Jagex.
Use a dungeoneering resource dungeon on the damonheim peninsula, you need 30 dungeoneering level and you can cut and burn maple trees. They are currently the only free to play maple trees available. You also get a 2,400 xp award for finding the dungeon.

Maple trees can be found throughout RuneScape. However, non-members can only cut them in the resource dungeon near Daemonheim.
