Calling the phone number of someone that lives in another country requires a small amount of research as you must piece together a few things. First, you must dial the IDD (eg. Calls from the US would be 011), which is then followed by the country code (Brazil would be 55, for example). After those are dialed in, you just need the area code and the number of the person you are calling.
