From a shelter nearby or far away. I doesn't really matter, it just matters that you're saving a life. If you want a pure bred dog just look for some breeders but I think mutts are much better. They usually don't have any of the health issues a pure bred would.
Honestly, anyone that tells you a puppy is trained or fully trained is out of their tree and looking to get one over on you for money. A puppy goes through several mental stages and bonding experiences with their owner. Training is a huge part of bonding between dog and owner that increases chances of good and reliable obedience. You cannot expect a perfectly trained dog that does not know you to listen to you and bond with you right away. You would still have to take the time to train yourself and continue to maintain that dogs' training. Training is an everyday process and there is no quick fix to getting a properly trained dog. Its a responsibility that should be heavily considered before regretting it. You can get a puppy and send it away for training, but you will still miss out on critical bonding with your dog (think of bonding with a child to a good mother). Your dog will be bonded more toward the trainer and will have little reason to mind you.
However...you can minimize little headaches that puppyhood brings by adopting an older dog that has a much better understanding of what humans expect and you know what you are getting right from the beginning.
First thing is that you cannot and should not do is purchase a new born puppy. The new born puppy needs his Mother and her milk. Her milk has natural antibodies in it to help protect the pup from many diseases & viruses. The puppy will not be ready to leave their Mom until at least 8 weeks of age.
Also NEVER purchase a pup from a Pet Shop. Pet Shops normally get their pups from puppy millers in areas such as MO, MS etc. So purchase a pup from your local Animal Shelter where there are many animals that are homeless and need a good home or an ethical breeder. Ask your Veterinarian for the name of a good breeder near you or go to a local dog show and look around at the various dogs and ask questions.
