Frank Romano, who is chairman emeritus of the graphic arts department at Rochester Institute of Technology, has a Ph.D. but I don't think it's in graphic arts. A Master in Fine Arts would probably be the terminal degree in this field, and you really only need one of those if you're going to teach at the university level. People working in the field should strive for either a Bachelor of Fine Arts or a Bachelor of Arts in Journalism.

If someone wants a job in Photography then they will usually find that an interest and a qualification in finer art will help. If they have done any qualification particularly in photography that will be useful.

There are no degrees in "photography", but there are degrees in art, fine arts, or liberal arts. To be a photographer all you need is a camera and a good eye. Takes practice and time to develop, but anyone can start at any time.

Generally speaking, there are no degrees in photography. However, you can go for the Master's degree to learn photography. This is a four-year degree program, which is in-depth and hands-on. You will learn about the chemistry of film and digital photography. There are also some specializations under this degree, like how to make a website for your photography business etc.
