PS2 emulators can be used to play PS2 emulators on a PC. However it is illegal to emulate a game that you do not own yourself and possibly even if you do.
Owning a copy dose not make it legal. In the US it is illegal to run software on a different platform with out permission and it is illegal to bypass copy protection.
If you can find a ps2 game you run legally you can use pcsx2 found hear http://www.pcsx2.net/
It should be noted that, due to the complexity of the PS2 architecture, pcsx2 requires a very powerful computer (dual core) for the game to be playable. However, the performance will still not be sufficient for many users.
