The best place to find an engine diagram for a Chrysler Sebring would be in the owner's manual. If you do not have your, contact Chrysler or check your library.
The 2007 Sebring owner's manual specifies 100 ft-lbs on the wheel lug nuts.
I'm not real sure about a 1995 Sebring, but on my 1999 Sebring it is located on the left side (Driver's side) of the dash board. There is a panel that you pull off and there they are. If it's not there, then look in the owner manual for the location. If you don't have an owners manual, you should be able to get a .pdf one off the Internet.
Go to Amazon.com type in exactly what you need and several should pop up to buy. The dealer can order one for you. Try eBay and craigslist also.
The dipstick is a tool that only the dealer has. The owner can not check the fluid.
