The website Council of Elrond, link below, has a great Elvish section. They have dictionaries of both Quenya and Sindarin, Elvish lessons, name translations, and translations for every quote in the movies.

You cannot purchase an elvish dictionary, as one between two covers has not been published.

Tolkien promised that he'd include one in Return of the King, but he discovered that he hadn't fully worked out the language out in his mind and there were too many contradictions for it to officially be a language. In addition, he could not afford the cost of publishing a full elvish dictionary and detailed index in The Return of the King.

There are, however, several websites that contain elvish dictionaries compiled by fans. See Related Links for some of the best.
