There are two I can think off offhand, and I would imagine loads more that are out there. Try NanoStudio (windows version of the app is free and includes a pretty powerful looking set of tools you could use for composition, including music (as in notes, bars, treble clef etc). Also have you tried Audacity, which is good for mixing, converting, multi track editing and so on?

Both the above are free and legal. One is open source, the other is free on Windows - and you can pay to have it on devices like ipad, etc. Hope this helps
