There are two I can think off offhand, and I would imagine loads more that are out there. Try NanoStudio (windows version of the app is free and includes a pretty powerful looking set of tools you could use for composition, including music (as in notes, bars, treble clef etc). Also have you tried Audacity, which is good for mixing, converting, multi track editing and so on?

Your music library is normally stored in a folder called iTunes Music which is placed in your Music folder. Deleting the iTunes software from your Applications folder will not affect your music library.
