Ian Fleming (author of the James Bond books) invented it. 00 refers to the fact that he has a licence to kill, and 7 means he is the 7th person who has gotten the licence to kill from the British governement. Casino Royale (the first James Bond book) was written in 1954, so it means that only a few British spies got the licence to kill after WW2 ended in 1945, and the Cold war (with Russia) started.
