Nachos clearly surfaced in Mexico, and while one could theoretically trace the first mention of it, there probably wasn't one inventor, per se. Regional foods evolve over time using local ingredients and cooking technologies/tools, and eventually spread to nearby areas. Basic, ubiquitous foods from any region are virtually impossible to trace; unless a unique formula or patent was involved, there would be no real record of a food's invention.
