It is set in an unidentified dystopian city of constant rain and urban decay.
It has to be a city somewhere in Northern California. My first guess would be Fresno or maybe Stockton.
The reason I think this is because right after Somerset opens the box in the valley, you hear Somerset say, "California, stay away from here. John Doe has the upper hand."
Also the landscape outside the city reeks of San Joaquin Valley, with mountains in the background.

∙ 14y agoThe writer lived in New York at the time of writing the screen play so that had a bid influence on the look of the film but it actually looks like LA to me. Also it only took them 20-30 minutes to drive out to the desert at the end which probably makes it more likely that it's set in LA.
