Because, believe it or not, there was a time when people would run around without pants on. But the signs actually came up around beaches where swimmers would walk in with just swim trunks on.

And interestingly enough, there is no real health reasons for the bare feet issue. Rather, there is a safety issue with bare feet, such as broken glass. If stepped on, feet could get injured. Also if people are really fat there is kind of a disgusting feature to eating dinner when a fat man/woman is eating right next to you without a shirt on.
