It is so far undenied (and "functions") that infrared is an electromagnetic radiation with a slightly higher wavelength = slightly lower frequency than visible light.

Infrared propagates in vacuum as well as in the atmosphere.

Infrared penetrates slightly deeper into material than visible light (cf. "light therapy effects") or ultraviolet (which deposits its energy at the surface, causing for example a sun tan or skin cancer) and feels "warm".
