They are various awards, decorations, and skill badges. They are the same decorations worn on a male dress blue uniform. Instead of ribbons, soldiers (both male and female) sometimes wear miniature versions of the medal on their dress blue uniforms.

No. Dress Blue Alphas will only be worn during authorized military occasions. Dress Blue Bravos(ribbons, not medals) can be worn at will.

no such thing as placement of shooting badges on dress blue "alphas." the alphas are the jacket with large medals. the dress blue "bravo" is the blues jacket worn with ribbons and badges.
above the left breast pocket for ribbons. combat badge(s) are above the ribbons. other badges are worn on the lapel of the left breast pocket. unit citations are worn over the right breast pocket. Patch for combat unit service are worn on the right upper jacket sleeve.....................................
Dress blue bravos is a Marine dress uniform. It is equivalent in use to a civilian's black suit and tie. For enlisted personnel, it consists of a white barracks cover; long sleeve, midnight blue coat with red trimming, a standing collar, and a white web belt on the outside of the coat with a gold buckle; ribbons on the left side of the chest (rifle and pistol badges optional unless where directed) ; white shirt; sky blue trousers with a tan web belt; black dress socks; and black shoes (women wear pumps in place of shoes, and may wear a skirt in place of slacks). Officers are the same except the coat does not have red trim, the white belt is replaced with one that is midnight blue, and general grade officers have midnight blue trousers. Officers, SNCOs and NCOs wear a blood stripe down the outer seam of the trousers.
