If you are talking about Monitor Glare and Privacy Filters which are placed on front of computer monitors, the wire should be connected to ground point. This is required to move all the static charge it accumulates to ground. It will also reduce the dust buildup (static apart from giving you a potential ESD shock can also attract a lot of dust particles).
In a CRT monitors, there is an inner shield (inside the plastic body. Typically it is visible through the holes on back side of monitor body. If the wire is a clip or hook type (which holds the filter to the monitor) Typically it will touch the inner shield. Else the wire should be connected to the nearest electrical ground point or solid metal which can be found.
