I read on another question on answers.com and anyways, it says you have to beat the elite four to find the person. After you see the credits, go to Opelucid City and either go to Iris' house or gym and she will any dragon type Pokemon (or Arceus with Draco Plate) that likes you (I mean obviously it's go to be a person who loves dragon types. Helloooooo?!?!). P.S. the last remark wasn't to make you fell bad so sorry guys if you were depressed about yourself because of it.
