It is now possible to change themes on the LG Cookie, the following site has a load of themes:

You cant change the theme on the Lg Cookie. This is a downside for this phone. I have it myself.

The lg kp500 doesnt support swf files so there is no in built way to change themes You can change themes on the LG KP500 but it's not as simple as doing it on the phone. If you're brave enough and can follow pretty simple guides that explain everything in detail it shouldn't be too hard. I have an iPhone theme in mine and installed a new firmware to get rid of that huge OPTUS logo from the middle of the screen. Go to the link below for more information.
