After you get to Vermilion city you go through to where ends up before viridian forest you go all the way down to where you find one of professor oaks aides and he will give you flash IF you have caught or owned at least 10 pokemon.

∙ 12y agoAfter getting the HMCut and 10 Pokemon in your pokedex go to virdian city if you don't have fly go to vermillion city and go in diglett cave when you exit you will appear above virdian city now go south from here and go into a big building in here there is an oak aide talk to him and he will give you the HMFlash
