As regards red light district, this is a reference from the early days of the railroads in the US.

Areas of prostitution by association typically sprang up near rail heads and crossings. As the railroads spread west in the US, mobile or nomadic brothels followed, and many remained in areas where towns developed (check into the history of Comstock Park, Michigan for an archetypal example).

Railroad workers frequented these areas and patronized them regularly. In so doing business with the prostitutes and brothels, the railroad workers often brought along with them a railroad signalling lamp, these lamps were fitted with a red lens (some red and green, but all had a red lens). These lamps were hung or placed outside the door of the room, tent, or shack of the prostitute they were visiting for two reasons: first, to signal others that the woman was otherwise occupied; and second, to signal to other railroad workers where their associates were in the event they were needed.

Red lens, red light. Hence, red light district.

Can you turn right on a red light in Michigan?

In most US States, you can never turn left on a red light. You can turn right on a red light if there are no signs saying you can't, but you have to wait for a green light and a clear intersection to turn left. However, in Michigan specifically, you can turn left on a solid red light if you are turning onto a one way street and have no on-coming traffic. You have to come to a complete stop before the crosswalk, and yield to traffic, but unless there is a sign to prohibit it, you CAN turn left on a red light onto a one way street.

Where is Newcastle upon tyne red light district?

in the words of Jimmy Carr's taxi driver "there's no red light district in Newcastle" As someone who lives in the city, I can confirm: there is no recognised 'Red Light' district as such. I'm NOT saying that it does not happen, just that there is no specific 'district'.
