It's a better idea to read your governing documents to discover what's required of the board. If you disagree with the board's actions, or can document the board's demonstrated lack of responsibility toward its duties, you can sue the board.
The legal industry may be, however, the last place you want to air the differences that an owner has with its association board.
Best practices suggest that the owner document board failures given the governing documents for that association, and write to the board with this documentation. Request an entry on the board meeting agenda, attend the meeting and request time to speak and present your case. Then require that the board vote to abide by its own 'rules', or vote against following them.
Finally, request that the board vote be included in the minutes. This will give you better evidence for a lawsuit, should you be forced into one.

You will also need a copy of your Ohio state cosmetology license. You will need to bring this documentation along with the reciprocity application and appropriate fees to the North Carolina state board of cosmetology to have them transfer your license. North Carolina recognizes cosmetology licenses from other states so as long as you have a current license from Ohio, have passed a state board approved or national cosmetology exam, and have no disciplinary actions taken against your Ohio cosmetology license.
