In the New International Version, this is found in two places discussing what will happen in the "end times." In the Old Testament, it is in the Book of Joel, Chapter 2. In the New Testament, it is in the Book of Acts, Chapter 2. The above answer is incorrect. The phrase does not appear in Chapter 2 of either the Book of Joel or the Book of Acts in neither the New International Version nor the King James Version. The Revised Standard Version, at Exodus 7:19b, has "and there shall be blood throughout all the land of Egypt, both in vessels of wood and in vessels of stone."
